Anyhow, the new system would be brought in, if not by peaceful cooperation - everybody willingly yielding national sovereignty - then by bringing the nation to the brink of nuclear war.
And everybody would be so fearful as hysteria is created by the possibility of nuclear war that there would be a strong public outcry to negotiate a public peace and people would willingly give up national sovereignty in order to achieve peace, and thereby this would bring in the New International Political System.
This was stated and very impressive thing to hear then ... “If there were too many people in the right places who resisted this, there might be a need to use one or two - possibly more - nuclear weapons. As it was put this would be possibly needed to convince people that “We mean business.” That was followed by the statement that, “By the time one or two of those went off then everybody - even the most reluctant - would yield.”
He said something about “this negotiated peace would be very convincing”, as kind of in a framework or in a context that the whole thing was rehearsed but nobody would know it. People hearing about it would be convinced that it was a genuine negotiation between hostile enemies who finally had come to the realization that peace was better than war.
And I suspect they have a flow chart of permutations at the ready depending upon where the public understandings are at any given time.

I think you are very right.
I still can't envision them actually sitting there actually concretely being planning this, or, I can, and it may be necessary and useful for them, but it still seems so childish, but then, they do have to stoop so low, because their material riches and their physical safety do depend on them doing it.
Actually, to me that doesn't look very sovereign and free, on the contrary it looks very driven by constraints, really exactly like the spectacle that Royal Families are forced to plan and enact every single day of their quite unfree lives. The Royal Families spectacles are the same thing in miniature as the other thing on a much larger but equally tedious scale. Quite evidently they are forced into these eternal recurring, intellectually daycare-level activities. I mean, that plotting and scheming has no novelty appeal to them, it is so much the same all the time... Tantalizing and humiliating, a hamster treadmill that they cannot leave. I guess they want to leave it, though, and to finally be able to do so, they first would need to remove the threat, which is what many of the projects are about. They are not choosing to act as they do. They feel forced to. And they resent us forcing them to that planning table.
