The PCR Test is a License to Create Pandemic. What Was the PCR Test Even Designed to do and to what Plausible End?

Did Kary Mullis say that PCR Tests, (which he invented by all accounts), were NOT to be used as a diagnostic test?
If PCRs are in fact not to be used as a diagnostic test, but a test of some other meaningful metric…but only within 25-30 or pull whatever number of “cycles” out of your ass…then what is the point of the “correct” 25-30 cycle threshold?
